The Romans got it so wrong that they could not get one of their greatest works of art, the Roman Empire. The answer is that they did not realize the monumental scale of the subject matter at hand.
The Republic built by philosophers sought to create a new concept. The “Oriental” part of the concept is included the best of what the civilizations from Asia and Europe had to offer. The Foreign Legion was then brought in. It was founded centuries before by Genghis Khan, to help establish this concept.
All of this came about because there was too much land, people, and ideas competing for resources. This led to a system that was all too chaotic. The Capitol of Rome did not really function. It did not take advantage of all of the resources available. While the larger areas of civilization controlled by the rich and powerful helped maintain this state of affairs, the smaller societies were forced to struggle against it.
The Roman Senate
The Roman Senate, which functioned as the city-state’s legislature, may have been composed of the richest citizens in the world, but they did not live in a city-state that could be compared to a small town or even a large water-filled lake. Nor were they going to command the kind of giant land-based aqueducts that run along rivers to bring the fresh water to their homes. This lack of infrastructure was an obstacle that had to be overcome, and it was the one main factor that the small land-based civilizations were unable to overcome.
There was another factor that was going to give them a good omen, and it had to do with the very same kind of factors that helped to create the mayhem: that of their ability to be easily manipulated. A Roman Empire, with its seemingly endless range of political problems, could not possibly survive unless it was strongly led.
No individual could make the case that he was an expert on any given issue. This has a lot to do with the fact that no single person or group of people can be trusted. Since the Venetians, the Byzantines, and other wealthy groups dominated the politics of the period, then one would have to ask what else could be done.
And, as it turns out, one of the things that could be done was to move the center of power away from the political superstructure of a large republic and to use one of the newer and more modern political institutions, such as the successful empire of the European states, to lead the people instead. It was in this way that the Republic in the latter days of the Republic and the empire of the Eastern powers in the latter days of the Roman Empire could make the transition.
A great deal of the confusion of the ages led to a misunderstanding of the subject. The new monarchy of Europe attempted to transform the Byzantine Empire into a representation of itself. It was also trying to convert the Western world to a feudal system. A large amount of the Western political thought of the time had to do with this attempt.

These developments of society expanded the Roman Empire into a European state. They were no less challenging than the attempt of the Byzantine and other states to convert the Eastern world. The result was the confusion that is one of the hallmarks of the Renaissance.
The new organization failed to achieve its objectives. The empire was dissolved, but the confusion was not solved. Thus, the Renaissance had little to do with the old Roman Empire, and the war was not won. It did provide the basis for academic work in Italy.
From there, the Renaissance moved towards Venice. They began to look beyond Italy and toward Sicily, and finally into Spain. It is to the Enlightenment that they turned and set the course of our most modern development in our culture.
It will be some time before historians fully understand all the implications of these things. One of the great triumphs of political theory in our time was the acceptance of the idea. The internal structure of a social system should be traced back to its history.
